俄罗斯通信设备FAC认证合格评定是国家监督的强制性程序之一。可以通过联邦通信局(FAC)合格证书或FAC符合性声明，来证明该产品符合通讯技术要求。只有在获得通讯设备FAC证书之后，通信设备才能投放到俄罗斯联邦市场。FAC证书的有效期通常为1到3年。FAC符合性声明的有效性不受限制无限期。
俄罗斯对于在公共交换电话网(PSTN)中使用的通信设备必须FAC认证证明它不会危及PSTN的安全性、完整性和操作稳定性。

If communications equipment cannot be connected to the publicswitched telephone network it does not need any conformity approvalfrom the Federal Communications Agency.Anyway,the equipment cansubject to technical regulation of the Eurasian Economic Union.Ifthe equipment could be used for the encryption of data it issubject to the notification by the Federal Security Service of theRussian Federation(FSB).
