允许优质医疗机构扩大规模，构建医疗产业高地：对于总体病床数量过剩地区（现有病床数超过都道府县医疗计划的基准病床数的地区），原则上禁止新增公共医疗机构和病床。在东京、神奈川、大阪、兵库、福冈，即便已经是病床过剩地区，也允许提供当地水平先进的医疗机构增加必要的病床或者扩建、新建。这一举措目的在于提高区域医疗能级、构建更具影响力的医疗中枢。
Allow high-quality medical institutions to expand and build ahighland for the medical industry: In areas where the total numberof hospital beds exceeds the standard number of beds in theprefectural medical plan, in principle, new public medicalinstitutions and beds are prohibited. However, in Tokyo, Kanagawa,Osaka, Hyogo, and Fukuoka, even in areas with a surplus of hospitalbeds, it is allowed to provide the most advanced medicalinstitutions in the region to increase the necessary beds, or toexpand or build new ones. The purpose of this initiative is toimprove the regional medical energy level and build a moreinfluential medical center.
